Safety Engineer
Job Purpose:
Support PRC organizations in complying with company process safety requirements that embedded in Safety Management System. Participate in MOC and PHA reviews. Review engineering design packages to ensure compliance with codes and standards. Review Land Use Permits and facility siting studies. Participate in PSSR as well as facility commissioning walkthrough (MCC). Support in Managing Process Safety Programs, Coach and Mentor Young Safety Engineers.
Duties & Responsibilities:
• Manage the review of projects and engineering design packages for compliance with HCIS, PRC, and international fire & safety engineering codes. Participate in HAZOPs, 3D models reviews, SIL & LOPA Studies, value engineering analysis, etc.
• Provides expert advice and assistance to design, construction and maintenance engineers and operating personnel on all matters pertaining to safety engineering.
• Review Management of Change requests and participate in the subsequent PHAs
• Lead and facilitate Process Hazard Analysis (PHA) and risk assessment studies such as HAZID, HAZOPs, LOPA, SIL, BRA, QRA…etc.
• Coordinate the insurance surveys internally with other PRC departments
• Participate in various levels of Internal Safety Audits, External Safety Audits, Insurance surveys, Management Walk through, Special Reviews and prepare reports whenever required
• Provide technical consultancy to PR departments by participating in monthly safety meeting, PSSR, MCC, QMSR and Risk Assessments
• Participate & provide support in incident analysis, incident investigation, including process incidents, near miss as required. Review and follow up CSMS SAP System. Advise on verification of COCs whenever required.
• Participates in the necessary measurement and evaluation of the effectiveness of any assigned safety management programs or procedures developed or modifications necessary to achieve optimum results.
• Support to promote Process Safety Culture and programs by delivering PSM awareness to PRC/ contractors employees
• Develops and recommends safety standards, codes, and procedures that become part of the operating instructions of the Company.
• Review International Engineering Standards and ensure compliance of PRC SMS
• Perform other miscellaneous duties as directed by the Safety Manager, Section Heads, and Senior engineer
Education & Minimum Requirements:
- Bachelor's degree in chemical engineering only.
• 7-10 years’ experience or more in the field of Technical Safety Engineering or Process Safety for Refinery and Petrochemical.
• Professional certification in a field related to Technical Safety (Process Safety) such as HAZOP Leader Certification, SIL Assessments, and Major Risk Assessments, CCPSC, FSE, CSP, NEBOSH-PSM, CFPS and etc.
